Board Meetings

Board meetings are open to all members of the RMRPOA to attend. The Board meetings are held at 6 PM on the second Thursday of every month in the Cypress Room at the Wimberley Community Center located at 14068 Ranch Road 12 (next door to Brookshire Bros. Grocery Store). The schedule for the Board meetings is listed on the Calendar page.

RMRPOA members that desire to address the Board concerning a specific topic or issue should contact the Board President to coordinate a date for the presentation and to ensure that sufficient time is allocated on the agenda.

Updated Proxy Forms

Our newly updated and approved Proxy Forms are now available for the members to download. There are two different forms: a General Proxy and a Proxy for a specific meeting, such as the Annual Meeting in January and the Summer Meeting in June of each year.

The General Proxy Form must be completed, signed by the property owner, and returned by mail or in person to the River Mountain Ranch POA Board Secretary. The General Proxy is valid for 180 days from the date signed (RMRPOA Bylaws, Article 3, Section 3.08).

This form might be used, as an example, by property owners that live a long distance from the Wimberley area but wish to give their proxy to a RMR neighbor to represent them and their views at any meeting over a 180 day period since they are routinely unable to attend meetings of the association.

Additionally, if you are unable to attend a meeting of the POA membership, the General Proxy Form will be used to establish a quorum of a minimum of 35 regular members (RMRPOA Bylaws, Article 3, Section 3.06). If you are able to attend the meeting, this proxy vote will be revoked and you will be entitled to vote in person on any matter placed before the membership. However, no vote shall be invalidated by revocation of the proxy after a vote by the proxy has been cast.

The Annual POA Meeting Proxy Form must be completed, signed by the property owner, and returned by mail or in person to the River Mountain Ranch POA Board Secretary prior to the beginning of the scheduled RMRPOA Annual Meeting. This specific Proxy Form is only valid for the RMRPOA Annual Meeting on 21 January 2012 and is not valid for any other purposes (RMRPOA Bylaws, Article 3, Section 3.08). A proxy form will be posted for the POA Summer Meeting once the Board has set the date, time, & place for the meeting.

The agenda for the next scheduled Board meeting wil be posted not later than 72 hours prior to the meeting. For example, the agenda for a regular monthly meeting held at 6PM on a Thursday will be posted not later than 6PM of the preceding Monday.

Beginning in December 2010, the approved minutes from the latest Board Meeting will be posted in this section in PDF format for review or download by POA members. Due to the approval process, the minutes for a given month is drafted, reviewed, corrected (if required), and approved by a formal vote at the next Board meeting. Because of this, the posted minutes will always be for the previous month's meeting.

Groundrules for Surveys:

1. For general information/opinion surveys: Every POA member that is signed-up/subscribed for email communications with the POA Board is eligible to submit one response. This includes multiple family email addresses if they are also subscribed to the email list. Everyone on the RMRPOA email list will get an invitation to participate in the survey regardless of how many emails they have or how many lots they own.

2. For special opinion surveys that may lead to a significant decision being made by the Board or to a subsequent ballot vote: Every POA member that is signed-up/subscribed for email communications with the POA Board is eligible to participate. However, only one response will be permitted per lot. This will be strictly controlled by the number of invitations that will be emailed to participate in the survey since this will be limited to one per lot. If the member owns more than one lot, then the response will be given a multiple based upon the number of lots owned.

Electric Gate at the Entry to the Water Park Cancelled

The POA Board would like to thank all of the POA members that participated in expressing their opinion concerning the project. The results strongly indicated (2 to 1 against) that the membership did not support the installation of the electric gate. As a result, the POA Board voted to cancel the gate project at the meeting held on 8 December 2011.

Building and/or Installation of Water Storage Tanks & Wind Turbines

The Architectural Control Committee has received several queries concerning the process for the building and/or installation of water storage tanks and wind turbines. Property owners should first contact the Hays County Development Services to obtain a FEMA Permit (required by the FEMA to determine if the structure is or is not in a flood plain) and to determine if their project will require a regular building permit from the County. Property owners should also contact RMRPOA Architectural Control (contact information is on the Board page of this website) to coordinate and verify that the project site location meets all setback requirements (i.e, sidelines, frontline, and backline) and to determine if a construction deposit will be required prior to the beginning of any construction.

NOTE: Wind Turbines have been discovered to have two issues for a neighborhood where they are installed. The first issue is that the spinning of the turbine blades in conjunction with the on-board or associated generator causes disruption of RF signals across a very wide spectrum. This disruption has the potential to substantially affect the operation of remote telephones (non-wired), cell phones, satellite TV signals, certain internet RF type systems (such as TXWINET and ANVIL), and other electronic items. The second issue is that some homeowners insurance companies may opt to raise the home insurance on surrounding properties as well as on the property where the turbine is installed. The reasoning for the increase is the potential danger to property and humans should a wind turbine come apart while turning at speed. There is an example of the insurance issue in the Dallas area. Any RMR property owner considering the installation of a wind turbine must contact the Architectural Control Committee before beginning any installation.

RMR Architecture Control Committee Notes

Construction Deposit

Effective 10 October 2009, the construction deposit will be $1000. Recent events regarding the dumping of construction waste and debris (i.e., concrete and tile) along our common roads has been extremely troubling and has resulted in the Board unanimously voting on 8 October 2009 to increase the construction deposit to $1000.

This deposit is required prior to receiving final architectural approval for the construction of new homes, additions to homes, garages, and pools. The deposit amount was instituted as a result of construction vehicles causing damage to RMR POA owned roads and common areas as well as to some privately owned property.

Under the provisions of the RMR Covenants & Restrictions (see Documents & Maps page) paragraphs A - Land Use and C - Landowner's Agreement, it is the responsibility of the owner of the property to ensure that their builder is physically removing construction debris from River Mountain Ranch.

Architectural Control will notify the property owner if a violation of the Covenants & Restrictions has occured either verbally by phone call or in writing by email or letter. The property owner will be given a reasonable deadline to remove the offending debris. In the event that the property owner does not comply within the allowed timeframe, the POA Board will take action, under the provisions of the Covenants & Restrictions, to clean up the debris. The cost of the cleanup will be deducted from the construction deposit. If the cost is greater than the construction deposit, the POA will bill the property owner for the difference.

Building Inspection Requirements for Unincorporated Areas Effective 1 September 2008

Property owners should be aware that the Texas Residential Construction Commission (TRCC) has established inspection requirements for new construction in unincorporated areas of the state which includes RMR. Please click the link to view the requirements: New Building Inspection. It is also recommended that owners contact Hays County Development Services, 512-393-2150, to determine the specific application forms required for obtaining the required permits and inspection pertaining to their specific project prior to starting any construction. Additionally, the approval of RMRPOA Architectural Control is also required prior to the beginning of construction of any structures to ensure compliance with our Covenants & Restrictions (see the discussion above concerning the Construction Deposit).
