Architectural Control
1. How do I get Architectural Approval for New Construction and/or Additions to Existing Construction to include Swimming Pools?

For property owners in River Mountain Ranch  planning new or modified construction projects.  Here is a summary of the process:

1. Contact the Architectural Control Committee (ACC) (please see Board page of this website for contact information) to discuss your project. If appropriate, a pre-construction site visit with you will be arranged. Please note it is the sole responsibility of the property owner to obtain the necessary building permits and or approvals from Hays County, State of Texas, Federal/FEMA, Groundwater District, Utility Company or other prior to submitting the plans (cited in item 2 below) to the ACC for project approval.

2. Furnish 2 copies of the plat (showing all boundaries, easements, property lines, etc) with the location of you proposed construction sited on the plat---house, any outbuildings, pool, guesthouses, storage tanks, etc, plus 2 copies of the plans showing square footage, elevations, materials of construction usage, etc, and a construction deposit check for $1000 payable to RMR POA. The deposit is required to cover the costs of any required clean-up of construction debris and/or damage done by construction trucks (especially concrete trucks) associated with your project to roads, gates, street signs, fences, etc.

3. After the ACC receives the documents and your deposit, it will review and approve or contact you with questions, etc.  This process usually takes 7-10 days. PLEASE NOTE THAT CONSTRUCTION IS NOT ALLOWED TO START UNTIL YOU HAVE RECEIVED APPROVAL FROM THE ACC in accordance with the RMRPOA Covenants & Restrictions.

4. Upon completion of your project, the property owner must contact the ACC. If appropriate, the ACC will conduct a post-construction visit with you at your project site. After the visit, the ACC will inform the treasurer of the completion of the project and the cost of clean-up and/or damage (if any). The Treasurer will then refund all or a portion of the deposit (if any deductions were made for required clean-up of construction debris and/or repairs to roads, gates, street signs, fences, etc.)

2. Is a construction deposit required when doing any type of construction in RMR?

Effective 10 October 2009, the construction deposit will be $1000. Recent events regarding the dumping of construction waste and debris (i.e., concrete and tile) along our common roads has been extremely troubling and has resulted in the Board unanimously voting on 8 October 2009 to increase the construction deposit to $1000.

This deposit is required prior to receiving final architectural approval for the construction of new homes, additions to homes, garages, and pools. The deposit amount was instituted as a result of construction vehicles causing damage to RMR POA owned roads and common areas as well as to some privately owned property.

Under the provisions of the RMR Covenants & Restrictions (see Documents & Maps page) paragraphs A - Land Use and C - Landowner's Agreement, it is the responsibility of the owner of the property to ensure that their builder is physically removing construction debris from River Mountain Ranch.

Architectural Control will notify the property owner if a violation of the Covenants & Restrictions has occured either verbally by phone call or in writing by email or letter. The property owner will be given a reasonable deadline to remove the offending debris. In the event that the property owner does not comply within the allowed timeframe, the POA Board will take action, under the provisions of the Covenants & Restrictions, to clean up the debris. The cost of the cleanup will be deducted from the construction deposit. If the cost is greater than the construction deposit, the POA will bill the property owner for the difference. 3. Are building permits required and what are the Building Inspection requirements for Unincorporated Areas?

Owners must contact Hays County Development Services, 512-393-2150, to determine the specific application forms required for obtaining the required permits and inspection pertaining to their specific project prior to starting any construction. Additionally, the approval of RMRPOA Architectural Control is also required prior to the beginning of construction of any structures to ensure compliance with our Covenants & Restrictions (see the discussion above concerning the Construction Deposit).Please contact Architectural Control if you have any questions (see Board Page for contact information).

4. Who do I contact if I am purchasing property, refinancing, and/or building in RMR?

Are you planning on purchasing property, refinancing, or building in RMR? 5. How do I get a Re-sale Certificate?

Resale certificates are also available through Helen and then must be signed by a Board Member. Ag Leases
1. How do I get an AG Lease (new or renewal) to Submit to the Hays County Appraisal District or Have Questions Regarding the Cattle in RMR?

If anyone has questions concerning the cattle, grazing leases or have general information that would be helpful such as downed perimeter fences, injured cattle, etc., please feel free to contact the River Mountain Ranch Cattle Company, through Mike Hicks at 847-0096 or Len Brinkman at 847-6037. 2. Why are those Cattle grazing all over RMR?

The River Mountain Ranch Property Owners Association (RMRPOA) has a cattle grazing arrangement with River Mountain Ranch Cattle Company (RMRCC). The cattle have grazing rights throughout RMR on those properties (approximately 1500 of the 2200 acres of RMR) that are unfenced and meet the requirements for an Agricultural Exemption as established by the Hays County Appraisal District. Blanco River Water Park
1. How Do I Get Keys to the RMR Blanco River Water Park?

The following change has been made relative to keys for the new lock currently installed at the River Park. There will be 2 park keys issued at no cost to each lot owner. If you did not pick your keys up at the annual January meeting, you can pick them up from the current Parks Chair (see Board page for contact information) to arrange a time. Additional keys will be available only on Board approval after review of a written request. Keys will be shipped by request on receipt of suitable prepaid pre-addressed shipping container (Fed Ex or other) sent to the current Parks Chair.

2. I noticed that the RMR Blanco River Water Park does not have a permanent rest room facility. Does the POA put in a temporay facility?

The POA has a contract with a local company to install and maintain a port-a-potty in the park from mid-May through mid-September of every year.

1. How do I contact RMRPOA?

The POA does not have any physical offices or a phone number. Mail should be River Mountain Ranch Property Owners Association (RMRPOA), P. O. Box 182, Wimberley, TX 78676.
